Catalytic Converter 5th Gen Turbo

What kind of 3" cat, catback/exhaust system should I use for installation on a 5th gen Turbo? Is the Catalytic Converter on www.carparts.com legal? It's a 3" high flow cat. Also, what system should I use to maintain my 3" flow all the way to the exhaust tip? Prices/vendors?
