H22 Euro r cam timing

I just installed an h22 euro r in my car. When I went to set ignition timing, the dist is at the end of the adjustment slot when its set to 15 btdc.Its like the cam timing is retarded. The cam gears are set on mark. I installed adjustable gears and when I advance the cam timing 5 degrees, the dist is set in the middle of the adjustment slot (where it should be) does anybody know if maybe the euro r timing belt is a hair shorter than a p13. or if the factory intended to run the cams retarded
