All Motor dilemma

I had previuosly posted in the FI section thinking of getting a sc. But that seems like it's not what I'm looking for. I have a 96 si with bolt ons. I just took out a loan to rebuild my car. I had purchased a GE closed deck sleeved h23 block and f-max kit almost 2 yrs. ago (just could"nt pass up the price). But now I think I want to go NA. Less obvious to cops and easier to swap in stock motor if need be. Also if turboed, or sc i was'nt planning on going too big--6-8psi, and with that i have seen h23 vtecs with over 225-275hp. i am just leary about them cause I heard they like to spin bearings and eat up the bottom end. I live in California and was wondering what numbers I could post on our ****ty 91 pump gas. Think I could run like 12:1 comp? I already have fuel components and plan on getting a Hondata s300 just cause its cheap and versatile. If I went with the frankenstein I would have rev set at 8--no higher---.As an after thought--is the h23 worth building itself without the vtec head? Would it make any numbers? Bottom line I would like to put down 200+whp compared to the stock 130whp.
