AF Tuning, what to set Target Lambda to?

I'm using NepTune, but this is more of a basic Tuning question. I am tuning my Naturally Aspirated H22 and need to set Target Lambda values across the RPM range. Going by the HONDATA article Tech - Wideband tuning it says I should set the mBar columns 0-500 at 14.7, set mBar 750-1000 to 12.94, and set mBar 1250-3000 at 12.50. I'm going to assume these are for turbo, not NA since 12.94 and 12.5 seem way too rich for a NA tune. What are good target Lambda values to use, and how would I figure this out? Unfortunately I do not have access to a dyno, otherwise I would simply keep leaning it out over several runs and find where the power tapers off. Any suggestions?
