What I think happened is this peice was ALWAYS part of the OEM floormat kit, but your dealers weren't bothering to install it!

97 sh dont cause my mats always work there way to being scrunched up in the front of the car, its a pain....

00 Base with anchor and no floor mats, 4g ones fit but they don't match the color scheme, I hate used car dealers, they just suck.

For those that don't have it yet, here's the part Numbers for the anchor.
Anchor: 83605-S30-A00 HOLDER, FLOOR MAT $3.48
Plastic square thingy: 90662-SB2-003 GROMMET, SCREW (5MM) (BLUE) $0.12
Screw: 93904-45320 SCREW, TAPPING (5X16) $0.27
