ok so i read the guide to tire and rim sizes i have 18's now with 215 35 tires well i wanna go to 17's i was lookin at some drag rims but the offset is only +40 no according to the tire and rim size sheet that wouldnt work well so i was wondering if i could use some spacers to knock the offset up a tad till it works. i hope that wasnt too kryptic im tired

Adding spacers lowers your offset, which will make the wheel stick out further. With +40 you are already too far out IIRC... There is a post somewhere on here (and other prelude boards) that has all the ideal offsets etc I believe you need a +45 offset for 17's so you would need to shave 5mm off the backplate of those rims to get them to fit correctly.

so how can i shave off some back plate thing your talking bout
or are you talking about where the hub and center of the rim meet just take off 5mm from that point where the bolts for the lug nuts go in

i wouldnt mess with the rims anyways, really depends on your tire size and all you will probbly have to do if any is trim alittle or slightly roll the inside of your fenders, which you can do with a dremmel, for the most part i would never trim anything off a wheel just for safty reasons and if you need to sell them in the future most people wont want a rim that has been "trimmed"
