I have come across some 15' steelies with 195/65/15x6.5 tires on my 5th gen 99 lude... Wasnt sure if I was going to have a problem..The offset on the steelies can be anywhere from 34-42, If im correct I need 40+. My car is lowered probably way to much for these to fit.

As long as they are 5on114.3MM, and the correct offset. They should fit and work just fine.

The offset on the steelies is either 34-42.. Not sure how to find out.

That means that they probably wont fit unless they are 42 or 40 correct?

And yes they are the correct bolt pattern.
