Only and idiot would pay the price for JDM ones when you can get the exact same thing for far cheaper from someone who got clears and want to get rid of their bumper lenses.

You're right about someone being an idiot paying more for them being JDM (I for one am not an idiot btw) but you're wrong about them being the 'exact same' when they're not.

Yes there is a difference, though minor. The JDM bumper lights, the outer ones (the smaller of the 2) aren't reflective like the USDM ones, and they do not have a bulb in them, they're completely sealed being that they have the side facing blinkers on the fenders. I have JDM fenders and could get the JDM bumper lights for cheap, so I did.
