what are those black things in your front bumper where the plate hangs???

Thanks for the replies guys. Yeah, I didn't have any tire shine handy at the time and it was too late to get any at the time (took 7 hours to complete).

I bought the car used from someone in Illinois a couple years ago and they have front license plates there. Those are the screws from where the plate should be. I've just never gotten around to taking them out and plugging up the holes.
