I don't agree, you don't need to rice out your car to win. Just depens what class you are competing in, open class, jdm oem, oem, etc.
I swear they already have winners before the show even starts. Each year I've gone, it's been the same cars winning and some of them are ugly and don't even see how they win. Oh well, it's still an alright show since I get to see quite a few fine ass girls

if you've competed at the shows you should have recieved the rule book, also if you have been around during the judging of your car, at hin events you need to present your car. You will recieve points that is added to your points total for your car. The winners are NEVER selected prior to judging. Sometimes its blatently obvious which car will take what class based upon the other competitors in that particular class. I've been competiting for the past 3.5 yrs out here in Socal, where the competition and shows are for sure much more competitive, and there is no cheating or biasedness of the sort. You win some you lose some.

For example, I'd take a Prelude that has basic things like a lip kit, shaved trunk and hood, real clean paint job(not original of course), nice rims, and a hot girl modeling on it over a Prelude that has neon lights all over it, HUGE body kit, 20" rims, huge system, ect. ect. but yet that car would still win just cause it has all that crap on it.

Well as a judge you should already tell what cars will place and what won't place due to seeing that it's more modded than others. Now if the quality of install and work on the car is obviously poor that might hurt that car in the end. Unfortunately in the world of car shows, esp NCCA judging, its not about what car looks the nicest really, its more about who has the highest overall score. The judging should not be biased upon what car the judge thinks looks better, rather which car scores higher in each category, and thus in the end with the higher point total.
