VTEC Problem

I am posting this in muliple areas because it crosses all these areas.
I searched this forum for VTEC voltage problems and couldnt locate specific info.
Heres the issue..... My VTEC use to work just fine in my lude... i tested my system to trouble shoot my sons CRX.... He had VTEC issues so i took voltage readings from my lude and found some comfusing readings. The VTEC solenoid had a constant 12v to it with the ignition on but the solenoid wasnt activated (not enough current ?) when all the parameters were meet for VTEC operation the voltage went up to 14v and the solenoid engaged. Does anyone else have voltage there all the time and if so what is it... Please explain. My new setup (new engine, NepTune ECU, Turbo, OBD2a-OBD1 conversion, injectors) wont engage VTEC and i think i have a bad VTEC circuit in the P28 ECU i have. Thanks
