the fuel cutoff is at 7400rpm for a reason, yes. higher than that and you'll do serious damage without lightened and strengthened internals. hitting the fuel cutoff is also not good, esp. in FI (instant lean - although this may be a myth), but as long as you don't hit the fuel cutoff i wouldn't worry about it.
as for "7900rpm," your tach is off, like all 5th gen ludes. if you get an aftermarket tach or a datalogger (or a dyno) you'll see that shifting at "8000rpm" is really shifting at 7300rpm. if you were any higher, you'd hit the fuel cutoff. if you did it, you'd know about it!
