Help: ABS light flashing when checking cel

I have a 97 Prelude that I just finished boosting. I have a P28 ECU with hondata s200 for engine management. I burned a basemap to adjust for bigger injectors and the car starts up fine but when it gets to normal operating temp the idle goes up and down from 1k to 2k. That is not the issue but may be relavant. I have a check engine light and when I use a jumper wire to check the cel the ABS light flashes, not the check engine light. However, the abs light does not come on when the car is started. And if I am reading it correctly its 8 long flashes and one short. I am hopeing the check engine light will lead to a reason why I cannot rev past 4k rpms. Also when I get into boost its like there is a rev limiter or something and the whole car car just stops. Please help!

i forgot to plug in the hondata blue box to the ecu so it revs past 4k and is building boost but the check engine light i still dont know.
