Boost is dropping off, whats going on?

We are currently runnign the tail wastegate w/o a boost controller. The max boost were getting now is 6 PSI. Whats happening is that around 6k RPM the boost starts slowly dropping until it gets to 5PSI at redline.

Any idea whats going on and how to fix it?

Thanks

There is a line that goes from the turbo to the lower port of the wastgate. Thats all.
