Just a personal opinion based on what I saw with my supercharged engine, my torque was substantially higher than my horsepower for my base tune but after alot of fine tuning, I got the horsepower way up and suffered a little bit in loss on the torque side. I think your numbers indicate that either...

1.) Your turbo is very inefficient (i.e. small) and it is giving you torque down low but running out of room to breathe in the top end.

2.) The plumbing you're running to your turbo is very small and restrictive

3.) The exhaust you're running is very small and restrictive OR may just have a very small choke point somewhere along the way

Torque seems to feed off of some kind of chokepoint in the system somewhere from my experience, but if you want horsepower to increase, find that choke point and make it larger.

Next time I would suggest giving us details of your setup (notice I said details, not a list) and give us the printout you got from whatever dyno you were on. Nobody can give you any advice without it. You might also get some good tech advice too from other members with similar turbo setup, ECU tune and etc.
