i was at a strip here in switzerland and they were including the R/Ts. I was pulling my hair out trying to figure out why all the cars were so damn slow...

^Really??? I dont know why they would do that. A good reaction time might help you win the race, but does not give you a better time necessarily. Thats pretty weird.
