Your best bet are some of the NASA events run at Virginia Motorsports Park in Dinwiddie (just south of Petersburg) and the Virgina Motor Sport Club events down at a couple of sites around the Hampton area. Every now and then VMSC runs an event at the Richmond Speedway, too. You can find out about the NASA events at
http://www.nasaracing.net, and about the VMSC events at
http://www.vmsc.org.
If you want to come north, the Metro Washington Council of Sports Car Clubs runs a series of events in the D.C. area -- closest to you are the events at Rosecroft Raceway, a horse track just off the south end of the Beltway in Maryland. There are also events up at Ft Meade (about halfway to Balitmore) and Frederick MD. You can find out about those events at
http://www.autocrossers.org, or shoot me an e-mail. There are about a half-dozen Preludes running in the MWCSCC events, so there's lots of company if you care to make the drive.
Between all those locations, there are events running from tomorrow out through at least the end of October, so it's not too late to give it a try. If you're looking for an overview of what's involved, have a look at
http://www.hondaprelude.com/resource...=Racing&id=12.
One caveat: since you're 16, you'll have to get a parent's written permission to compete -- event insurance everywhere demands it.
