Wet & Dry - what does it mean

Like the title says, what does the Wet&Dry mean?

I understand that "wet" means using wet sand paper, but what does the "dry" mean? Something like dry polishing?

I thought yout it was some wax-as-you-dry type of product, but I'm guessing you're inquiring about wetsanding/colorsanding. I've never heard of that term before, but I also think dry would probably mean polishing.

If it's sand paper you're taking about. You can use it as wet sand paper if you need to do wet sanding, or if you want to use it for dry sanding something you can use it as normal sand paper.
