Are these water spots? (Pics) Please Help

Ok, so I have these spots that look like water spots and then there is this weird film over the car. I washed the car, dried it and then used Paint Cleaner by meguiars and it did nothing. I absolutely have to get this film and the spots off. We have a meet in a few days. What should I do?

If I Clay bar it will it go away?

Or should I buy an orbital buffer?

All of your input is greatly appreciated!!!!

Wet sanded and re cleared.. ive had way to much cf stuff it gets oxidized from the suns UVs

Try some polishing compound first and see if it works, if not you might need to re-clear.
