Getting rid of wax residue on black plastic bumper pieces

The black plastic strip that protects the bumpers of my car has wax residue on it. It shows up as white streaks, and I've been trying to get rid of it. In case you're wondering, its from Meguiars Gold Class Car Wax, which I've since stopped using.

I've tried using car shampoo, dawn soap...the only thing i haven't tried is using a toothbrush to scratch it off...any ideas?

Peanut butter, Goo Gone, degreasers, alcohol, Klasse AIO to try and get it off.

Mother's Back to Black, Meguiar's No.40, or any other dressing type stuff to get the shine back in.

i'm assuming one should use creamy peanut butter, as opposed to chunky
