I've never seen rust in that area before. Does the rest of the car have any rust?
Unfortunately, in order to fix it right you're going to have to replace either the top portion of the rear pan, or the entire rear pan. Depending on how far the rust goes. And since these parts are no longer available from Honda, you'll need either a parts car or find a donor car at a junkyard and cut out the section you need. From what I've read, it's actually easier to replace the entire rear panel than just the top portion. You could possibly find someone to fabricate that piece for you, but it wouldn't be cheap.
