88 Prelude CA Smog idle fail

New member and have been searching around for a solution to my problem for a bit but haven't worked out what my problem likely is yet (did find out how to fix that annoying 1800 rpm rattle that's been bothering me for the last year though).

Went to a test only shop yesterday afternoon and failed. Was told my idle speed was out of spec. Now, when I idle in drive I see a 750 but in park it's around 1050. I tried discussing this with the tech but was sent away and the explanation I was given was that my gauge is just likely off and the machine was right.

So, not sure what's going on. Is the idle usually taken in park for these tests? More importantly, is the 750 spec for idle for the engine under load or with the transmission in park? I grew up helping my father work on cars in our garage but, sadly, wasn't interested at that age so took direction but didn't really learn any diagnostic skills. Chance my problem may be a simple one?

You should be at 750-800rpm in P.... 1050 is high.

I understand 1050 is too high, but I idle here and drop to 750 when in drive. If this drop is normal than if I idled 750 in park than in park my engine would likely sputter and have a generally not-so-good time. Should I not be experiencing a drop? Could this be due to a dirty this or that?
