Depending on your application, what i can tell you about the crank pulley is that if you plan to make any performance enhancements to the stock engine to increase horsepower you will want an aftermarket damper/crank pulley. i was never a fan of stock dampers. Stock dampers are tuned or frequancy sensitive; meaning they are designed to function throuout the predetermined vibration frequancy bandwith of the stock set-up. Although there are a few good dampers out there, i run a viscous type damper by Fluidampr. These dampers are frequancy insensitive and able to tune to all frequancies across the entire RPM range. Fluidampr has dampers for H, K, and B series engines.

There is a huge amount of info about the h22 swap for 3rd gen preludes over at preludepower.com. I suggest you go there and look through the 3rd gen FAQ sticky for your h22 swap questions. There is not a lot of traffic here, and I have a feeling you will have a lot more luck with getting your swap ready if you use that forum as a resource.
