Yes, to a point.
A larger wheel is going to have a lower profile tire. Typically, low profile tires have a stiffer sidewall and will increase the turn-in handeling.
What it translates to is a quicker steering feeling. But if your moving to a larger wheel, you probabally got new tires as well, which could make the car handle better or worse depending on the tire used.
