Wiper relay?
Where is this part located? When I turn off my wipers they freeze at the spot there at, I am assuming this is the wiper relay unless anyone thinks otherwise.

My intermitten whippers don't work and I have to shut them off when they hit bottom. aka I have to time up when I shut them off so my whippers are at the bottom of my windshield. Is my relay bad too.
