Windshield wiper fix movement/position

I want to restringe the "free" movement of the windshield wiper...

With free movement I refer to the free play that the wiper had after it have been set up.
It can go like 20 degrees up and/or down without making any force... at least in my case

The problem with that is when I turn them in low speed the passenger side will hit the hood hinge,
and if I turn them hi the dirver side will go out from the windshield scratching the paint, and ending hitting the diver door glass

There is any posibility of eliminate or reduce that free movement?
or there is a correct way of put the wipers to eliminate those problems?

EDIT: Added Pics
Pic #1 - scratch
Pic #2 - bottom movement of the free play
Pic #3 - top movement of the free play

pull your arms off and then turn the wiper system on.. then take out the key when it at its furthest point wiping toward the driver side to stop the motor in that position(when the arm is at the up position on the drivers side) then replace your wiper arms to where your want them to be...see if that works or helps

thanks.. i will try to change the position...

dont want to remove the wiper motor cover for now, untill i have the plastic screws replacements

but i doubt that the change in position will fix the problem by itself.. because it have a lot of movement..

in the 2nd pic both are in the end of the windshield and maybe they can go a bit more down... so a change in position will affect in both ways... probably i could fix one but i will make the other worse... but in that case I choose to fix the scratch, as i finally painted the car

forgot to mention...
-the scratch happens when its raining hard, the wiper is set to high speed (and some times when is in low speed) and there is wind (about 45-65 mph)

-the hinge hit happens almost all the time... moderate/hard raining, wiper in all speeds, and to slow speeds (0-30 mph)

-the current setting works fine if im running at low speeds (10-25 mph) (low wind), moderate raining, and with the wiper in slow and "intermitent"

i just looked at the pictures... it almost looks as if your passanger is too long for one.. and there maybe a nut thats loose holding the assym. to the motor and thats why one is lagging behind the other.. less likely you need to change postions but more likely that you have a rotating arm to the actual spindle of the wiper arm loose.. or the gears of the motor are slipping.. check the armature to the spindles first n foremost and make sure everythings tight there

also your passanger side goes down to low.. the entire wiper should sit on the windshield when off.. this could aslo be because of the existing problem tho

the problem is that cap... it should be a bit long.
that cap goes to a circle thing that i thought it was put in there by pressure, but i think its welded.

the broken part of the cap makes the bars to get losen and there comes the "free play".
in my case the broken caps were the two that holds the bar that comes from the motor

i found a nut and a screw thay may do the work, and i cut one of the circle things.. but i cant do the hole to pass the screw yet.

and i didnt know it will be at majestic b4 i made the damage... part #8 and #9 Dust cover

yea normally that will allow the arm to pivoit.. its a pressed in assym.. now ive done this and it works depending if you dont have alot of money but still seems to last awhile.. rig it.. and by that put everything together the way it was and then zip tie it.. use a couple bout 3 should do but make sure it can still move the way it needs to.. ive had to do this to costumers cars cause they didnt want to pay for new arms etc and wanted it fixed now.. i warned them its a temp fix and really shouldnt be done in the first place cause i knew they wernt going to replace it ever.. but try that until you can save up enough to get the arms with the joint
