whats on the bottom of this fog light?... it doesnt look right

That's an alignment slot. I think you are missing something internally that should fit into that.

nah im talkin about the lens it looks.... odd where the white ruber seal should go all the way around at the bottom it looks like... glue or is hat just something else?
