The headlight looks to be a Wings West headlight eyebrow and then body colored tape or film on the bottom of the light housing.

Either that or it is photoshopped because I don't think it is a conversion because the headlight grills are still next to the lights. I don't think there are any other lights out there that will allow you to use those grills because they are different shapes. The eyebrow with the tape on the bottom sort of resembles an Accord headlight.

The vents appear to be a vent with a tinted piece of plexi-glass in the front of them.

Here is a phot of the wings west eyebrow

Vinyl is the body colored tape I was referring to in my first post. You buy a sheet of vinyl and cut it to the desired shape and adhere it to the area you want.

The stickers you often see on the sides of peoples cars are made of the same vinyl.

You can purchase vinyl in a variety of colors to match your car.

notice the resemblence? doesn't look like vynil, it fits too well, and has no lines around the edge of the headlight.

i can definately see the resemblence, its a really hard call... but they almost look to tall and not as long as the way they look on the lude... if he did use vinyl he prabably wanted it so that we cant tell the diff.

my best guess at this mystery is dat the headlights are jdm 1 piece chrome housings recessed a little bit then smoothed to the body with color-matched vinyl

I thought they were cl headlights at first too, but now that I look closer, I'm pretty sure you're right. Plus, the car doesn 't really have the other kind of aesthetic mods that you would expect from someone with a headlight conversion. I am almost positive it is just vinyl, which must look pretty stupid up close.
