I remember my h23 pulling hard till about 6500 then the power seemed to drop off the rest of the way to redline.

Um Jason dear, the H23 redline is at 6500.

I used to be able to notice a drop in power after 6000 when I was stock.

So what mod made the most difference in extending the power range? THe CAI I take it?

Yep. The header gave more mid range power, and the exhaust gave a bit of power everywhere except way down at the bottom of the low end.
