using p28 (INTAKE RUNNERS??)

I am going to use a p28 with hondata for the h23 vtec and I dont care if the intake runners run open all the time and no knock sensor is cool.
The question is even with the p28 will I still be able to just pull the vaccum line and open them or wil the ecu have to have capabilities fo rme to open them. I other words do they need electrical and mechanical inputs to open them. If so I may have a delema.

Thanks as always guys

thats what I was asking. I want to do that I just didnt know if the computer had to work them too as well as the vaccum line. So without the capability of the computer to run the runners I can just pull the vaccum line and all will be good. Right?
