Tips, and questions on building my engine, let me know what ya think

Hey,
Ok guys I have had some trouble with my engine, and long story short...I am planning to rebuild it. I plan to go turbo, and have about a 3500 dollars right now. Here is what I planned:

1993 Prelude with JDM h22,

Rods: Eagle - $380
Pistons: JE / 9:1 - $710
Rings: JE - $200
Valve Springs: Crower - $370
Titanium Retainers: Crower - $170
1mm over Stock Valves: Crower - $280
Sleeves: GE - $1000
P&P: PYR - $400(hook-up)

Total: $3510
I know there is no mention of labor, how much you think it would be? I was thinking it would be about a 1000 for labor. What do you guys think? Am I missing anything? I want about 300-350WHP. Do you think I need all of this? I have hondata as my fuel system, and am gonna have it well tuned. Are the sleeves nessasary? Anyone have experiance with these parts? I wanna get good stuff. Are ferrea valves better? Open for ideas
