thought i needed axle, but...

I was getting the typcial 'pop, pop, pop' when taking right turns (as well as a few other noises that werent so normal while driving straight sometimes) and thought for sure my axle needed relacing. No ripped boots on axle though as of now, i replaced the outer boot several months ago.

I get under my car to find this.... (steering).... would this create the same popping even though it doesnt rotate? anyone replaced this boot and/or arm before? Opinions/thoughts??
