Tach needle will not light up

I have torn the assembly a part. Now I'm looking at the needle wondering how in the world it lights up... There has to be some other light source other then the big fluorescent bulbs on the back of the assembly. I've searched and found a few other people having issues but no solutions. Any ideas?

Do you have the older gauges or the EL gauges?
