Surging idle on h22 turbo

my idle surges from 1200 to 1500rpm when i start it up, (either when the motor is hot or cold) and im 98% sure its not a vacuum leak. what the hell else could it be? i drilled a idle air hole in my golden eagle intake mani, could that be the problem? before the car wouldnt idle unless there was a vacuum leak. and i noticed that there wasnt a hole on the mani to fit the idle hole on my inline4 tb. so after i did that, i plugged the vacuum leak that i left open before (so the motor wouldnt kill out) and now the idle surges....any ideas?

well how is the car suppose to idle if there is no idle hole on the intake mani?

did it do it b4 u drilled the hole ? if not, then most likely its the same problems everyone has been having, its been covered a lot. Do a search on surging idle, idle problems, fast idle valve and such, theres more than enough to help you throught it.
