Strange Radiator Fan Problem

It seems like neither of my fan switches work. When my car over heats, the fan switch located at the thermostat doesn't kick in, and when I turn off my car the second fan switch located at the water outlet should kick it on due to the car being overheated, but it doesn't. I've tried jumping the switch at the thermostat while the car is on, and that will kick in both radiator fans. I also jumped the switch at the water outlet when the car is off, and that will also kick in both radiator fans. Any ideas of whats wrong, or more things to look/test for? Oh and BTW those 2 fan switches are brand new and genuine honda parts. I replaced them because earlier the fan switch on the water outlet was permanently stuck on the ON position, and the fan switch on the thermostat wouldn't turn on. is there some kinda of relay/sensor I haven't checked? weird thing is, last night when I first installed the switch on the thermostat housing, it did work and kicked in just 1 radiator fan while in idle for about 20 minutes. But now it doesnt kick in at all. I'm so confused

sounds like the same type of problem i am having. temp starts to climb as i drive, but i checked and the fans don't kick in while the car is running, only when i shut it off do they kick on.

the ac button only turn the fans on for a second and then they shut off...and then after a bit they didn't even come on with the ac button.

i get the temp to drop by turn the heat on and then it stays rock steady. hope to get this resolved soon. let me know if you find anything
