stock oem harmonic balancer replacement?

I've been searching these forums for about an hour now on whether or not replacing the stock oem crank pulley with a lightweight or underdrive pulley aftermarket is a good idea. I've heard a lot of different answers, some say its a good idea because its less rotating mass your engine has to deal with a.k.a a slight h/p increase. while others say its not a good idea because the underdrive pulleys will leave you with with your ac, alt. and p/s pulleys turning slower which in turn can cause your voltage regulator to burn up, a/c not working correctly???, and harder steering.
Now I understand all of the above obviously and I'm a smart enough guy to choose quality over an extra pony. If I did buy an aftermarket pulley I would get the standard diameter to cancel out all the possible long-term effects an U/D pulley would have. But having an all aluminum pulley with 3lbs cut off the weight couldn't possibly have any negative effects on the engine right? WRONG!!! This next question about the after market pulleys is what is stopping me from already buying one.
With no bushing in the aluminum after-market pulleys wouldn't that contradict the meaning of it being a "harmonic balancer"???? That is part of the roll of the stock OEM pulley am I correct? Not to just turn the belts that turn all the other necessities your car needs to be a comfortable car to drive but to balance out the crankshaft and some other parts in the engine internals? (can someone explain this to me?)

When I swapped my engine (h23 to a jdm h22a) I had a "prelude enthusiast" who moved away a long time ago tell me that it was never a good idea to use after-market aluminum pulleys because they can screw up your engine internals because the "****" would be no-longer balanced. I have always believed him and to this day is why I still keep my stock OEM pulley on my baby. But Lately I've been reading of people who have had there full u/d pulley systems and other crap on there cars for like 6 years with no problems!!! So wth? I need to get to the bottom of this and I'm looking for a scientific answer. My dead end is my lack of knowledge of exactly how the harmonic balancer works and what its balancing.

I know it's a lot of words for something so small but I'm running Naturally Aspirated and we n/a type folks like to pay more attention to the small stuff most turbo and sc owners wouldn't. SO Can somebody explain how that balancing system works so I can make a better decision on how I want my engine to handle my rotating inertia.

Specs:

95 prelude
Jdm h22a swap.
stage 2 clutch
10lb flywheel
hondata i/m gasket
cold-air intake
wrapped headers with 2.5 inch exhaust (universal cat)
CASTROL SYNTEC!!!

My brother runs an OR crank pulley and has for quite a few years. I believe the balancer shafts are also disconnected. He's ran it this way for over 6 years now without issue and that included both using it on the street as well as the track (and pushing over 600hp)

does he have that kaizen balanceshaft eliminator kit? Can you do that without removing the engine?
