stock h22 vs. built h23

if I were to get a new-used engine which would make more sense...

Spend $2500 on a JDM H22, then spend $1300 on i/h/e/flywheel

or

Spend $1000 on an h23, $1300 on i/h/e/flywheel, then put the extra money towards some internals (I figure higher compression head gasket and some headwork)?

Well which do you think would yeild more power? I think the h23 would have alot more lowend and mid end, i dont know about up high...

What does everyone think, and why? Also this engine is not gonna be for turbo or aynthing, may or may not shoot some N20 on it, and is not gonna be insanely built (nothing beyon above).

So what do you think would be better for what power range? Also is there any difference in durability between the two motors? Im just wondering what the benefit of each would be, cause i kinda think the h23 might make better power - also make it more easy for cali emissions.

Any opinions/expirience?

Have you driven an H22a before? If you're not going FI get the H22, VTEC is so fun....

Plus 1500 extra won't go THAT far on internals when a stock h22 just has more NA potential....
