stalling when idle drops

OK heres my problem. When my idle drops down, like for instance i am sitting at a red light the car stalls. if i start the car and just let it sit, it stalls. i have no idea what it could be. i put a new fuel filter in, and that did not solve it. im not sure if this is related but there is a vacume line that is not connected to anything. It comes out of the intake manifold in the front from a peice that is inscribed 'UP'. By that i mean that the metal peice off the front of the intake manifold has the word 'UP' written on it. i have no idea what it could be, and any help would be appricated. Thanks in advanced.

Btw I was posting this for a friend, not sure if that's allowed. If not then feel free to delete this post.

Anyone?

hmm...i dont think the vacuum line has any big significance. i know when i got a short air ram intake, there was a little port for the line to hook up to but on or off it didn't really matter? i'm not 100% sure tho...

about the stall, you might have a bad solenoid. if you stall when the rpms drop, it means that you're not getting enough fuel or the engine isn't combusting properly. it could also be ignition, distributer, spark plugs, etc.

haha sorry for the vague answer

hehe I was messing around with that hose this weekend, but off the top of my head I can't think of where it goes. I pop my hood tomorrow and reply back if still needed
