Speedometer whacky..

Ever since i did my VTEC swap into my 95 Si, i've been trying to diagnose a Speedometer problem... here goes.

When im going 35 MPH... my speedmoter literally says like 48 MPH! At low speeds its WAY high.. but 60MPH and above, its right on. If i get it up to 80MPH, and let the car slow down on its own, the Speedometer drops accordingly, until it gets to 60MPH.. and it holds out at 60MPH but the car is STILL slowing down... once i feel like im at about 45 or so, the speedometer will then begin to fall again... Bad VSS maybe?? This didnt happen with my h23 tho. I am running the H23 tranny on the H22, but i didnt think that'd make a differenc. Thanks for the help
