I just took my car out for a test drive and the speedometer works under normal driving conditions, but when I punch it, the needle drops and flutter back and forth in the same spot. My power steerin fluid is low, could this be the problem?

Get the front wheels off the ground, start the car and let it idle...
Top off the p/s fluid with Honda P/S fluid.. turn your steerinf wheel back and forth a bunch, top off p/s fluid.
repeat until all the air is out of the system.
Your VSS sensor sits on top of the variable power steering asist device (2 hoses filled with oil). Make sure you have all the air bled out and the sensor has a good connection. Also be sure your VSS/VPA(Variable power assist) unit is in there tight.

Thats what you were talking about right?
