soo i just replaced my head

i took off my head and did a valve job...and i just put it on. i tried starting it and all it did was sputter a bit and just almost start. sooo i dont know what i did wrong, do you think this is a timing belt problem? i note that when i turn the crank by hand it gets tighter then more loose, then tighter again, its weird. someone pleeease help me.

check ur timing marks.. sounds to me like it may be off a bit

Also, check the teeth on the belt.. I was having the same issue on a mazda angine I rebuilt a week or so back.. I couldn't figure it out until someone I know suggested that the teeth may be off position.
