I have a 96 Prelude s that was OBD2 and i swapped in an OBD1 H22a by myself and i have messed with it a hell of a lot, so i think i can be of some help.
If your car is a manual and your ecu is for an auto, i would strongly urge you to get the P13 USDM or JDM H22 ecu. I believe the pin-outs on the ecu are different as the ecu for the auto has to have more pin outs for the automatic trans. I have the JDM ecu that came with my swap and the only problem with a JDM ecu that they limit them at about 112 or 113 MPH, and the USDM ecu does not.
As for your rough idle, i would first get your ecu. VTEC should kick in at 5400 rpm and should pull till 7,400. 8000rpm is when it will limit
I would clean your IACV (Idle Air Control Valve), that will help alot. It does wonders. Your IACV will be on your upper plenum with 2 coolant hoses on the bottom of it and a 2 pin round connector on the passenger (left side as you are at the front of the vehicle). It has two 10 or 12mm bolts that you will remove, and you will need to remove those two coolant hoses too. When you get that out, take that black gasket off with no damage and save it. Now take a can of brake clean and spray one of the two ports until it comes out clear. Let that completely air dry and put it back together.
