rust on rear fender wells

Ive noticed here in my hometown (columbus,OH) that alot of 4gens have rust on both rear fenders as so do mine. Ive asked some people about this before and they say its because of that rubber trim around the fender. Water gets trapped in there and causes rust. Couple questions about this : Approx. how much is it to repair, If I do get it repaired is it going to return later on down the road, does anyone know of good body shops in this area, and also since this was for the most part Hondas problem does anyone know of like a recall or something where Honda pays to get it fixed ( Can someone hand me a pillow for my dream ) Thanx for the help guyz
