Quick Coolant Mod Question?

Alright,
I'm planning on reversing the coolant bypass mod to return it to stock because It's been a frigid winter out here. At temps. below 0 constantly, my car never warms up at all (idling or driving) and I'm sick and tired of freezing while driving.

My fast idle valve is broken, since my idle fluctuates constantly without the coolant mod and blockoff plate. This is why I did the mod.

Can I just put a rubber stopper in the lower hole in the TB to block off the fast idle valve and still run coolant through the TB without making my idle fluctuate? I only have a cardboard gasket on the fast idle valve right now, so I will have to remove it obviously.

So anyways, my main question is : If I only have a rubber stopper blocking off the bottom hole in the TB without blocking off the entire fast idle valve, will my idle fluctuate? (assuming my idle valve is broken) I hate having a pulsing idle, so I dont want to do this unless I know that my idle wont fluctuate

Sorry for the long an confusing thread

no, that won't work because that hole that you'll be plugging, also leads to the IAC, and the fast start valve.
