Questions changing inner tie rod

So my outer tie rid ball joint is busted, theres some movement in my inner tie rod and the boot is damaged.
The outer tie rod doesn't seem like much trouble to change.
I was looking at the helms manual and the instrutcions show how to change the inner tie rod when the rack is off the car.

Question is when you put the inner tie rod back on the helms shows you need to indent the lock washer on 4 sides. How can this be done while on the car? Is the tie rod turnable once it's tightened down?

Any instructions to help me out do this would be great.

I changed both inner and outer tie rods while the rack is still on the car. It's been about 3-4 years since I did it. But I remember some parts being a PITA. One thing I did remember is that you have to the your steering wheel so that you have easier access to the inner rod. I also vaguely remember just using a big flathead to indent the washers. And I think the both inner and outer tie rods are just ball joints aren't they? So you should be able to turn it once one end has been tightened down.

Ah it's ok I figured it all out. It wasn't that tough.
