question on changing T belt

I will be changing my Timing belt in the next 2weeks and it looks to be not too bad except for locking the balancer belt shaft and "scribing a 2.9 inch line" why do I need to do this??

Also, main question- How am I supposed to loosen the adjuster nut and replace the seal with out taking the nut all the way off?

In the FAQ it didn't show the W pump and stuff- does the Water pump line up with the T Belt somewhere in the pictures?
