First of all its just vtec. Second there is no set answer. With stock internals you can run around 9 with good engine managment. You can go higher but its at the expense of your motors longevity. Id say boost level on stock components is about the same for h22(vtec) and h23(non vtec).

why would he worry about vtec if he is gonna turbocharged?...if he hasnt gotten the car yet...just settle for a Si and turbocharged it...and just like what brandon2k says, there is no definite answer to how much you can boost with a h22 or h23...that all depends if you are gonna stay stock or basically upgrade everything..you can boost as high as 30psi if you want unless you have a bulletproof internals ....if he is gonna keep the stock internals, then 9psi is good enough with PROPER TUNING....making sure that he is not running lean on fuel...but if i was him..i'll just get a h23...check out CAZ setup at hondaprelude.com and see what you can do to a h23.....
