Q's on H23 T belt replacment

Next weekend I am going to be swapping out my old Timing belt on my H23. I seen a H23 kit and it had a new manual tensioner
with it.

Do I need to also get a new tensioner?
If I decide to not put my balancer belt on, can I simply just leave it off or do I need to do anything else?

If you were me would you change the belt then adjust valves or adjust valves and then change the belt?
Or does it even matter

The manual tensioner shouldnt really fatigue over time, but if the price difference is small, I might go ahead and do it.

As far as the valves, it doesnt matter when you do it because changing the belt does not change the clearances.

Just A hint, It will help to do A water pump replacemet too, when you do the belt change.

if you do take out your balancer shafts you do need to plug the holes. If you just remove the belt no need to do anything else.

I would put in a new balancer shaft belt if you want to have them removed you have to have the holes covered. I would just do the valves after the timing belt.

one last question...
how do you know with the manual tensioner when the belt is tight enough? does it click or is it like a ps belt where you let it have a little play?

supposedly the water pump has a close lifetime to the Timing belt and it is right there when youre doing the belt. so if you have to do either it is custom to do both.

because water pumps fail sometimes, and its better just to replace it while you have the timing belt already off.
