Problems with front end?

okay, i just installed the brake pads and just now noticed it more than before. at low (20-30 mph) speeds by steering wheel shakes and wobbles a good bit. At high speeds (>60mph) it wobbles sometimes, and sometimes doesnt. it sometimes pulls to the right, sometimes doesnt pull to either side, and other times pulls to the left. i have had it aligned about 4 times in the past two years, but i just gave up. I have 17's on the car, but when i put the stock wheels (15's) back on the front, it is still noticeable, just not as bad. Any ideas? Could the bushings and stuff just be wearing out or what? Since it wont say aligned, i am not too sure about that. I go SLOW over ever speed bump and miss every large bump or hole in the road possible. I am just lost...

Are the wheels balanced? If that don't work, maybe check your axles? If those are going bad, it can make your car wobble like crazy, but that generally is very noticable.
