I need to do the same thing. I would say definitely sand them before painting. It'll come out smoother and nicer.

I've done this a few months back, and the result was NICE and smooth. I was a bit lazy, so I didn't bother sanding them ... I didn't really see the need to. Here's what I did:

-Picked up a can of FLAT black Rustoleum (very good paint)
-Unbolted the wiper arms from where they're attached, right below the windshield
-Hung each arm on a nail in my old garage (hang them carefully so when you paint one side, then flip it over to hit the other, you don't rub the paint off on the wall), painted one side w/ a few passes of the can (hold the can about 12-18" away, so you don't get clumps in the paint, or runs), and then flipped it over and hit the other.
-Repeat the third step a few times, allowing about 15-20 minutes in between coats (only put on about 2-3 coats), and then let those bad boys dry overnight (the more heat, the better).
-Put those bad boys on, and enjoy fresh, new-looking wipers.

Peaceout!

I did the same thing, except I hung mine on a coat hanger. Make sure you use an "enamal" type spray paint. A light sanding job couldn't hurt, but I wouldnt worry about getting everything down to bare metal. I WOULD recomend you clean them before painting. . .a quick wipe down with denatured alcohol or some other solvent should do the trick. LIGHT COATS ARE YOUR BEST FRIEND!! I can take some pics of mine in the morning if you want to see the results.

You might want to buy some primer. It will help the paint stay longer! I used the rustoleum paint as well and it turned out awesome! I agree... I want to see some pics!

I did mine over 16 months ago (without primer). They have been through TWO Georgia summers and still look fine. I never took the blades off mine, I just taped some plastic baggies over them to keep the paint off the blades. I'll get some pics tomorrow, and some of my repainted rear window trim, and rain gutters as well.

I once used some extra flat black hi-temp "ceramic" spray paint I had laying around. The wiper arms looked good... for about a year, then faded again. This time, I'm having them powdercoated. Ha! The sun can't eat powdercoat away!

I should probably find some other cool stuff to coat. So far, I got a little happy on my valve cover and did a cool 3-color powdercoat job using red lettering over an anthracite finish with clear on top. My calipers have been powdercoated also and they're VERY easy to clean. Spray paint is so... old skool!

Rub it in dood. Powder coating is sweet. I want to get my calipers PC'd as well. Where do you get it done? and how much?

I made the mistake of going to the wrong place to have the calipers done, and ended up paying $100 for the set of front calipers and brackets. Too much!

Now I have a powdercoating hookup. I can get intakes done for $20-$30! My 3-color valve cover only ran me $30. I try to send everything I find to these guys.

My entire chassis was powder coated for free! Well, not on my Prelude, on the Formula SAE car (it was done by a sponsor).

Powdercoating is fine and dandy, but you need to send your parts in for God know's how long, while you wait for them w/o them on your car. I will testify to the looks and durability of the coating, though, b/c I just had my 17's powdercoated gloss black ... the car has never turned so many heads before.
